Now how much rehabilitation can be accomplished when the people who are supposed to be aiding this process are actually encouraging what they were arrested for in the first place. According to the Washington Examiner, a DC Jail Sergeant is being investigated for paying a pimp for sex with an inmate. Why does everything in the District seem to be a joke?
