photos When Metro employees follow procedure, work slows?

After a string of accidents and failed drug/alcohol tests, apparently the Amalgamated Transit Union Local 689 has urged it’s members to begin following ALL of the rules. I am not really sure how to interpret this. Does that mean that Metro’s policy’s are not effective and need to be revisited? Or are Metro employees purposely dragging their feet to prove a point? Oh well. I wish that they had some competition because as long as they hold the only card they can pretty much do what they want…
